Meet Ryan (RB) Brooks

My journey to Incline Village began long before I ever considered running for the IVGID Board of Trustees.

​

I was born on a United States Air Force base in Ankara, Turkey. As the child of a military family, I learned early that service matters and that strong communities don't happen by accident. They are built through leadership, responsibility, and people working together toward common goals.

 

After growing up in Southern California, I graduated from San Diego State University with a degree in Industrial and Organizational Psychology. I began my career in the San Francisco Bay Area, where I worked on environmental and public policy issues that would eventually lead me to some of the nation's most challenging infrastructure and community development projects.

 

But while my professional career was taking me from city halls to federal agencies and even the Pentagon, another story was quietly unfolding.

In 1996, I met my wife, Christy. Along with meeting the love of my life, I was introduced to a place that would forever change our family's future: Incline Village.

​

For nearly thirty years, our family has spent countless summers and winters enjoying everything that makes Incline Village special. Our children learned to ski at Diamond Peak, which I still believe has the best ski school in the Tahoe Basin. They learned to swim at Burnt Cedar Pool. We spent endless days hiking local trails, boating on the lake, enjoying our beaches, and teaching visiting children how to catch crawdads along the shoreline.

Like many families who fall in love with this community, we dreamed of someday making Incline Village our permanent home.

​

In 2013, that dream became reality.

​

We purchased the same family home that had brought us to Incline Village decades earlier. For years, we spent several months each year here, becoming increasingly connected to the community and the people who make this place so special. Then, in 2023, after becoming empty nesters, Christy and I made the move permanent.

​

Today, I am not simply invested in the future of Incline Village—I live it every day.

​

And that future matters.

​

When I talk with residents, I hear many of the same questions:

​

•  How do we maintain our recreational assets without overburdening taxpayers?

•  How do we protect property values while preserving the character of our community?

•  How do we ensure transparency and accountability in IVGID decision-making?

•  How do we make smart investments in infrastructure while maintaining long-term financial sustainability?

•  How do we preserve what makes Incline Village special for future generations?

 

These are exactly the types of questions I have spent my career addressing.

​

Over the past 30 years, I have managed complex public organizations, overseen large budgets, worked with diverse stakeholders, and helped communities navigate difficult decisions. My reputation is built on bringing people together, finding common ground, and delivering practical solutions.

​

Early in my career, I worked on the transition of Hunters Point Shipyard in San Francisco, helping bridge communication between government agencies and concerned residents during one of the nation's largest environmental cleanup projects. Later, I served as Director of Community and Public Relations for the United States Navy and became a Pentagon advisor responsible for public policy involving military base closures and environmental security.

Those experiences taught me an important lesson: trust is earned through transparency, communication, and accountability.

​

That lesson is my North star that continues to guide me.

​

As Director of Administrative Services for the City and County of San Francisco, I oversaw policy and planning for 14 city departments and managed a budget of nearly $95 million while directing more than 300 employees.

​

Later, I had the honor of serving nearly a decade on the San Francisco Public Utilities Commission, including terms as Vice President and President. During that time, I helped oversee critical water, wastewater, and energy infrastructure serving millions of people. I worked on renewable energy initiatives, infrastructure modernization projects, and long-range planning efforts that required balancing financial responsibility with community needs.

​

Those experiences are directly relevant to many of the challenges facing IVGID today.

I currently serve as Executive Vice President of Government Affairs for Outfront Media and co-founded Brooks Consulting Group with my wife. Together, we help organizations navigate complex regulatory environments, public policy challenges, and community concerns. I also continue to serve on the U.S. Department of Commerce's Industry Trade Advisory Committee, where I have had the privilege of advising four presidential administrations in a nonpartisan capacity.

​

While I am proud of my professional accomplishments, what matters most to me is family, community, and preserving the quality of life that brought my family to Incline Village nearly thirty years ago.

​

My family and I have watched children learn to ski at Diamond Peak, families gather at Burnt Cedar, and neighbors build lifelong friendships in this extraordinary place.

​

Christy and I provide ongoing support and community volunteering involving the Tahoe Fund, Pet Network, Tahoe Family Solutions, and Ranger Road.  Outside the community, I am a board member of the National First Responder's Fund and fundraiser for the Special Forces Trust (Navy Seals, Green Berets and Delta Force).

​

Now, I am ready to apply a lifetime of leadership, public service, and problem-solving experience to help guide the future of Incline Village.

​

Because this is more than where I live.

​

It's home.
